Authorities tight-lipped over the appointment of Director at CRC Kashmir

Srinagar: The Composite Regional Centre (CRC) is an important department functioning under the Ministry of Social Justice Government of India. It is an important hope of specially-abled persons. However, the post of current Director has raised many eyebrows.

In response to the advertisement, six applications were received to which the competent authorities constituted a five-member committee to scrutinize these applications.

On the 26th of June 2020, after scrutinizing the applications, two candidates were declared eligible and four others were stated non-eligible reasons.

Dr. Mir Zafar Iqbal was one of these four non-eligible candidates and as stated by the Screening Committee, Mir’s Post Graduate Degree is not recognized by RCI but surprisingly, somehow the Director Pt. DUNIPPD managed to appoint him as Director, CRC Srinagar on a deputation basis.

Moreover, as per Deputation Rules, candidates with 9 years of qualifying service along with vigilance clearance certificate are only eligible for any post on a deputation basis in Autonomous Body, Trust, Society, PSU, etc. Whereas Dr. Mir—who was appointed Assistant Professor CRC Srinagar on 24th of December 2014— had around 5 years of experience at the time application for the post was applied.

The insiders at Composite Regional Centre (CRS) has demanded immediate removal of the director, besides an impartial probe of how a non-eligible candidate has been given nod to this post by the five-member committee.

Pertinent to mention that the Jammu and Kashmir Handicapped Association has already raised many queries related to it, in a Right to Information act but received an unsatisfactory response and they are planning to go for the first appeal to get a proper response.

When we contacted recently senior officials in the Ministry of Social Justice they declined to comment on this issue.

Dr Zafar has a post-graduate degree in normal psychology which is not recognized /approved by RCI (Rehabilitation Council of India) which is mandatory for heading Director CRC.
