The Special Judge, NIA Court, Budgam, has declared Dr. Ghulam Nabi Fai a proclaimed offender in connection with a case under the Unlawful Activities (Prevention) Act (UAPA).
Dr. Fai, a resident of Wadwan, Budgam, and currently believed to be hiding in the United States, is named in FIR No. 46/2020 at Budgam Police Station under Sections 10, 13, and 39 of UAPA.
Despite repeated warrants, Dr. Fai has evaded arrest, prompting Budgam Police to move a plea before the court.
On April 30, 2025, the court officially declared him a proclaimed offender due to his persistent non-cooperation and efforts to avoid justice. The court has ordered Dr. Fai to surrender to Jammu and Kashmir Police within 30 days of the proclamation.
Budgam Police reiterated their resolve to pursue fugitives, both within India and abroad, to ensure justice through due legal process and fair trial.
